SNAP + WIC Program: What Happens November 1, 2025

At the time of this email, more than 40 million people will lose access to food assistance this Saturday, November 1, 2025. This includes the many youth experiencing homelessness, 44% of whom are young parent families, that rely on food assistance to survive.

Even during a government shutdown, the Administration has clear legal authority and existing funds to keep SNAP and WIC benefits flowing on November 1. 

• Use the SNAP Contingency Reserve: USDA can draw on more than $5 billion in contingency funds to pay November SNAP benefits, as done in past shutdowns.
• Authorize Transfers Between Accounts: USDA has flexibility to move funds temporarily to avoid disrupting benefits.
• Issue State Guidance Now: Only a small handful of states have confirmed they will use state funds to provide food assistance for those with SNAP benefits. USDA should issue emergency guidance so states can process and deliver benefits on time.
• Ensure WIC Emergency Funding: The Administration can release $300 million in emergency funds to keep WIC running for 7 million mothers and young children.

Millions of families’ access to food assistance depends on swift action. Just today, over 24 states filed a lawsuit against the Trump Administration to maintain funding for SNAP benefits. Many groups across the country are tirelessly working to ensure there will not be a lapse in benefits.
